Caroline Atuhaire is a governance and fiscal policy consultant and research analyst with over 12 years of experience advancing tax administration, institutional reform, and public sector strategy in emerging markets. She previously led compliance and risk-based reforms at the Uganda Revenue Authority and contributed to World Bank DIME–affiliated research in Tanzania, examining how taxpayer perceptions of state presence influence tax compliance among enterprises. Caroline holds a Master’s in International Development Policy from Georgetown University and an MBA in Finance, with deep expertise in regulatory design, stakeholder engagement, and data-driven policy implementation.
